APPROVED MINUTES OF THE
COMMITTEE OF THE WHOLE
September 19, 2017

Present: Commissioners: Mayor Pro-Tem Michael Brown, Betsy Artz, Richard Clanton,  Robert Coughlin, Jerry DeMaagd, Erwin Haas, and Mayor Stephen Kepley. Also present: City Engineer Tim Bradshaw, Deputy Finance Director Bhama Cairns, Finance Director Tom Chase, Human Resource Director Gail Dewey, Public Works Director John Gorney, Police Chief Tom Hillen, City Clerk Dan Kasunic, Fire Chief Brent Looman, Deputy Administrator Mark Rambo, Deputy Police Chief Richard Roberts, and Fire Department Administrative Assistant Nancy Shane. Also present: representatives Chris Huhn and George Vitta from AndCo consulting.
 
FINANCE DEPARTMENT:
 
  1. OPERATING FUNDS PERFORMANCE REVIEW.
Representatives from AndCo Consulting reviewed the highlights and market trends.
 
Motion by DeMaagd, seconded by Haas to receive and file the Operating Funds Performance Review for quarter ended June 30, 2017.
 
                                                                                    Motion carried.
 
  1. JUNE 2017 GENERAL PRELIMINARY REVENUE AND EXPENDITURE REPORT.
Finance Director Chase reviewed the funds that were to be sifted to the Property and Building Fund account, along with a possible adjustment to the July 4th Celebration.
 
Motion by Artz, seconded by Haas, to receive and file the June 2017 General Revenue and Expenditure Report.

MAYOR’S OFFICE:
 
  1. STRATEGIC PLAN AND MISSION, VISION & VALUES UPDATE AND DISCUSSION.
Deputy Administrator Rambo reviewed a presentation for Strategic Plan and Mission, Vision and Values update. The Committee asked questions, provided input. This item was for discussion only and will be brought back to the Committee of the Whole for further discussion.
POLICE AND FIRE DEPARTMENTS:
 
            POLICE DEPARTMENT.
           
Police Chief Hillen reviewed the monthly Statistical Report for August 2017.
He noted the promotion of Sgt. Bockheim to Police Captain.
 
FIRE DEPARTMENT.
 
Fire Chief Looman reviewed the Monthly Activity Report for August 2017. He informed the Committee of the Fire Departments school bus extrication training that was completed earlier in August.
 
 
Motion by Artz, seconded by DeMaagd, to receive and file the August 2017 Police and Fire Activity Reports.
