Present: Commissioners: Mayor Pro-Tem Richard Clanton, Sharon R. Brinks, Michael W. Brown, Robert Coughlin, Frank Cummings, Ray VerWys, and Mayor Richard L. Root. Also present: Engineering Supervisor Jim Beke, Finance Director Tom Chase, Deputy Administrator Rich Houtteman, Assistant City Engineer Pat Hughes, City Clerk Dan Kasunic, Police Chief Richard Mattice, and Public Works Director Ron Woods
NATIONAL POLLUTANT DISGHARGE ELIMINATION SYSTEM PHASE II PERMIT CHANGES.
Public Works Director Woods explained this meeting is to review what is expected of the City by the State and Federal Departments of Environmental Quality, the litany of tasks required, the level of effort needed and the subsequent need to hire an Engineering Technician. Engineer Beke who has been coordinating the project reviewed the history of the Clean Water Act of 1972, the details of being part of the Phase II permitting and the ramifications of following what is required. The Committee asked questions and discussed other communities? legal obligations pertaining to this permitting change and how the incoming water effect our abilities to meet the change. Mayor Root noted how onerous these requirements are and of the necessity to make this a high priority. Beke did inform the Committee of a lawsuit by Washtenaw County addressing the issue with one part of the State?s stricter guidelines than the Federal requirements; however, this has been delayed until late 2011. The Committee discussed many aspects of the topic including the recommendation by staff regarding who should be responsible for approval of changes to policies and procedures. Due to the need to open the City Commission Meeting, the meeting was adjourned with the acknowledgement this item would be added to the City Commission Meeting for further discussion and possible action.
