Division Avenue Redevelopment
Scope of Work



We propose the following scope of work for design services for the Division Avenue Redevelopment Study.

Task I - Kick-Off Meeting
The Progressive/LSL team will meet with city staff, the merchant association and other interested parties invited by the city to review the details of the scope of services and finalize a schedule. We will moderate a discussion regarding planning and development constraints, public interaction, and other issues affecting the plan. In addition, we will participate in a walking tour of the project area to gain a deeper understanding of the issues from the merchants' point-of-view.

Task II - Site Inventory and Data Collection
The design team will collect all necessary existing background information, including, but not necessarily limited to:

  • History of the area including early photographs (if available)
  • Aerial photos
  • Previous studies and plans of the project area
  • Base plans, surveys and plan data (if available)
  • Proposed developments
  • 44th Street widening plans (if available)

Utilizing the existing base information, the project team will inventory the existing conditions in the project, as well as, conditions along Division south to 60th Street. Written and graphic notations will be made, as well as, a digital photo inventory of existing conditions. Key elements of the inventory will include, but not limited to:
  • Existing land use
  • Pedestrian circulation
  • Vehicular circulation and access management
  • Parking
  • Utilities
  • Site lighting
  • Signage
  • Facade treatments (both front and rear)
  • Landscaping

It is our understanding that research of the old bank building as a historic structure is being completed by others and will be available for our use.

Task III - Site Analysis
We will analyze the above information to identify problems and areas of opportunity. This information will be consolidated into a digital graphic format for presentation.

Task IV - First Community Forum
The design team will present the findings of the first three tasks to the affected merchants and residents. The purpose of this forum is to gain input from the community, confirm our findings, and develop consensus for the issues to be addressed in the design tasks. We will conduct a "brainstorming session" to gather ideas and hear any comments or concerns prior to the start of the design process.

Task V - Preliminary Concept Development
Based on the site analysis and feedback from the first community forum, two preliminary concepts will be prepared for the project area. Each concept will include pedestrian circulation, parking lot configuration, vehicular circulation, areas for commercial redevelopment, open space opportunities, landscaping, lighting and site furnishings. Two perspective sketches of key areas and a generalized cost estimate will be prepared for each concept.

Task VI - Second Community Forum
The design team will present the preliminary concept plans, perspectives and cost estimates at the second community forum. The intent of this task is to gather comments, and to begin to formulate a consensus redevelopment plan. Color boards of the alternatives, perspective sketches and cost estimates will be left with the city to be displayed in an appropriate public location.

Task VII - Final Concept Development
Following the second community forum, we will prepare the final design documents for presentation. These documents will include:

  • The final concept plan
  • Two perspective sketches detailing the proposed design
  • A final generalized cost estimate
  • Front facade improvement sketches of four buildings within the study area. (The buildings will be selected by city staff and merchants)
  • An implementation schedule

Task VIII - Third Community Forum
The final consensus plan and related materials will be presented to the public for review and comment. Any final minor revisions will be incorporated into the plan.

Task IX - Final Report
We will assemble and prepare all relevant data, information, plan recommendations, etc. from the previous tasks into a final report. Ten draft copies of the final report will be submitted to the city for review and approval. Any final revisions or corrections noted from staff review will be incorporated into the final report. Twenty-five copies of the final report will be bound and submitted to the city.

Meetings
The following four meetings are proposed as part of the Scope of Services:

  • One kick-off meeting
  • One analysis/brainstorming meeting
  • One preliminary concept presentation meeting
  • One final plan presentation meting

At the conclusion of each meeting, some of the graphics and notes may be digitally formatted and turned over to city staff for inclusion on the city's website.
