Present: Commissioners: Chairperson Robert Coughlin, Sharon Brinks, Richard Clanton, Frank Cummings, Ray VerWys and Mayor Richard L. Root. Absent: Michael W. Brown. Also present: Fire Chief James Carr, Deputy Administrator Rich Houtteman, City Clerk Dan Kasunic, City Engineer/Engineering & Inspections Director Steven Kepley, Police Chief Richard Mattice, Fire Department Administrative Assistant Nancy Shane, City Attorney Jeff Sluggett, Assistant Finance Director Phil Tietz, and Public Works Director Ron Woods. Also Present: Grand Rapids Press Julie Makarewicz.
1. REQUEST FOR AN AMENDMENT TO THE SECONDHAND DEALER ORDINANCE FROM THE POLICE DEPARTMENT.
Police Chief Mattice reviewed each proposed change to the Secondhand Dealers Ordinance and the reasons for the changes. The Committee briefly discussed the changes and asked if Play-it-Again Sports had been contacted regarding these changes. Both Police Chief and City Clerk stated they had not. The Committee request this item be placed on the May 4th Ordinance Committee Meeting to give an opportunity for Play-it-Again Sports to speak on these changes.
2. REQUEST TO APPROVE AN ORDINANCE TO ADOPT THE 2009 INTERNATIONAL PROPERTY MAINTENANCE CODE FROM THE INSPECTIONS DEPARTMENT.
City Engineer Kepley explained the State did not adopt the 2009 code until March 2011 and to make it clear he requested the City adopt the 2009 International Property Maintenance Code.
Motion by Brinks, supported by VerWys, to recommend to the City Commission to adopt the 2009 International Property Maintenance Code.
Motion Carried.
3. REQUEST TO AMEND THE CODE OF ORDINANCES RELATIVE TO ADMINISTRATIVE FEES AND PENALTIES FOR SUMMER AND WINTER TAXES FROM THE TREASURER’S OFFICE.
City Attorney Sluggett explained after the Woodland Mall appealed the late fees, staff thought it would be prudent to clarify administrative fees and penalties. Attorney Sluggett noted this mirrors State law.
Motion by Brinks, supported by VerWys, to recommend to the City Commission to amend the Code of Ordinance relative to Administrative Fees and Penalties for summer and winter taxes.
Motion Carried.
