Present: Chairperson Robert Coughlin, Sharon R. Brinks, Michael Brown, Richard Clanton, Frank Cummings, Ray VerWys and Mayor Richard L. Root. Also present: Fire Chief James Carr, Finance Director Tom Chase, Economic Development Planner Lisa Golder, Assistant City Engineer Pat Hughes, City Clerk Dan Kasunic, City Engineer/Engineering & Inspections Director Steve Kepley, Deputy Administrator Rich Houtteman, Community Development Director Terry Schweitzer, Fire Department Administrative Assistant Nancy Shane, City Attorney Jeff Sluggett, Assistant Finance Director Phil Tietz, Public Works Director Ron Woods and parks & Recreation Director Charlie Ziesemer. 1. PROPOSED AMENDMENTS TO THE SOIL EROSION CONTROL ORDINANCE.
City Engineer Kepley informed the Committee that the State is requiring the Promulgated Administrative Rules be added to the ordinance.
Motion by Brinks, supported by Coughlin, to recommend to the City Commission to approve language addition to the City’s Soil Erosion Control, Ordinance to include the Administrative Rules promulgated under PA 451, the Natural Resources and Environmental Protection Act, as required by State Law.
Motion Carried.
2. PROPOSED ZONING ORDINANCE TEXT AMENDMENTS RELATIVE TO BILLBOARDS AND DYNAMIC DISPLAY.
Community Development Director Schweitzer reviewed the changes to the Ordinance the Planning Commission is considering because of the settlement with CBS Outdoor, Inc. and requested input to be provided to the Planning Commission prior to recommending a proposed amendment to the Zoning Ordinance. The Committee briefly discussed the time change allowed and gave their suggestions to Director Schweitzer.
3. REVISED VACANT PROPERTY REGISTRATION ORDINANCE.
Director Schweitzer explained that this ordinance which is currently being formulated is modeled after the surrounding communities and noted the intension of this ordinance. The Committee discussed the working document; however, they had several concerns and requested staff review those concerns and to discuss with Commissioner Brown, who works as an Inspector for the City of Grand Rapids, for his insight.
