Chair Holtrop called the meeting to order at 7:30 p.m.

The Pledge of Allegiance was led by Commissioner Helder.

Roll Call:
Members Present: John Helder, Dan Holtrop, Laurie Sheldon, Ed Swanson, Don Yokom
Members Absent: Ed Kape, Frank Vander Hoff and Johngerlyn Young
Others Present: Community Development Director Terry Schweitzer, Planner Joe Pung, Staff Secretary Monique Collier.
Motion by Commissioner Sheldon, supported by Commissioner Swanson to excuse Commissioners Kape, VanderHoff and Young from the meeting.

Approval of the Minutes
The Minutes of January 24, 2012 were approved as drafted.

Approval of the Agenda
Motion by Commissioner Helder, supported by Commissioner Swanson, to approve the agenda for the February 14, 2012 meeting.

Public Hearing
Case #1-12 – Garden Annex – Special Land Use and Site Plan Review for a Medical Clinic located 4130 Breton Ave. SE
Planner Pung stated the request is for special land use and site plan review for a Medical Clinic. The clinic will be located north of the existing Breton Gardens Family Dentistry office. Pung stated there were minor issues raised at the work session with regard to adding some additional curbing to protect some landscaped areas. He stated they have addressed the issues in the Engineers report. Pung stated there were questions regarding building elevations and signage. He stated they have provided preliminary building elevations along with a photo of the existing sign. He stated it is their intent to match the existing sign to keep the same character.
Pung stated he is recommending conditional approval of the special land use and site plan review as described in his memos dated February 8, 2012.
Chair Holtrop opened the public hearing.
There was no public comment.
Motion by Commissioner Sheldon, supported by Commissioner Swanson, to close the public hearing.

The Commissioners offered no comments other than they liked the plans.
Motion by Commissioner Yokom, supported by Commissioner Sheldon, to grant conditional approval of the Special Land Use Medical Clinic as described in Case #1-12 Garden Annex. The approval is conditioned on conditions 1-3 and basis point 1-5 as described in Pung’s memo dated February 8, 2012.

Motion by Commissioner Yokom supported by Commissioner Sheldon, to grant conditional approval of the site plan dated February 6, 2012 as described in Case #1-12 Garden Annex. Approval is conditioned on conditions 1-4 and basis points 1-4 as described in Pung’s memo dated February 8, 2012.

Committee Assignments
Holtrop suggested the commissioners take a look at the vacancies on the various committees and decide where they would like to serve. Helder expressed an interest in serving on Land Use Committee (LUZ) but he doesn’t mind being placed on another committee. Sheldon and Yokom stated they will be on whatever committee they are needed, but Sheldon stated she would like to stay on LUZ. Swanson stated if there is a need for someone on the Zoning Board of appeals he would be interested in being on that committee. Swanson stated also if there is room for 2 people on LUZ he would be interested in serving on that committee as well.
Holtrop stated he will make individual contact with the members to see where they would like to serve. He stated in 2 weeks this should be completed.

2012 Year End Report
The commissioners offered no comments. Schweitzer stated this year we should have a few upcoming projects soon.

Commissioners’ Comments
Holtrop congratulated Maurice Groce for being appointed to the City Commission.
Holtrop stated Betsy Artz will rejoin the planning commission in the place of Commissioner Groce.
Swanson asked where we stand on foreclosures. Schweitzer stated the most recent report covered January 2004 – September 2011 and a little over 1100 homes within our community had gone through foreclosure which is about 9 ½ percent of the single family housing. He stated over that time period we have averaged between 55 and 65 new homes constructed during that time period. Discussion Ensued

Staff’s Comments
Schweitzer stated we are looking to have a Structures and Improvements (SIP) meeting in March. He stated we are planning on a March 27 work session with an April 10, 2012 public hearing.
Schweitzer stated February 28 City Attorney Jeff Sluggett will attend the planning commission meeting to provide a refresher course on the principles for zoning decisions.
