APPROVED MINUTES OF THE REGULAR MEETING
OF THE KENTWOOD PLANNING COMMISSION
FEBRUARY 24, 2009, 7:30 P.M.
COMMISSION CHAMBERS



A. Chair Winczewski called the meeting to order at 7:30 p.m.

B. The Pledge of Allegiance was led by Commissioner Holtrop.

C. Roll Call:
Members Present: Betsy Artz, Maurice Groce, Dan Holtrop, Don Yokom, Johngerlyn Young and Chris Winczewski.
Members Absent: Laurie Sheldon and Frank Vander Hoff
Others Present: City Attorney Jeff Sluggett, Community Development Director Terry Schweitzer, Economic Development Planner Lisa Golder, Planner Joe Pung, Staff Secretary Monique Collier, the applicant and one citizen.

Motion by Commissioner Holtrop, supported by Commissioner Artz, to excuse Commissioners Sheldon and VanderHoff from the meeting.

D. Approval of the Minutes and Findings of Fact

Motion by Commissioner Holtrop, supported by Commissioner Young , to approve the Minutes of February 10, 2009.

E. Approval of the Agenda

Chair Winczewski noted that the agenda should include setting a public hearing date of March 24, 2009 under New Business for: Case #1-09 Zoning Ordinance Text Amendments relating to Billboards.

Motion by Commissioner Holtrop, supported by Commissioner Artz, to approve the agenda for the February 24, 2009 meeting with the noted addition to New Business.

F. Acknowledge visitors wishing to speak to non-agenda items.

Mayor Root was present to introduce Rich Houtteman to the planning commissioners as the City of Kentwood?s new Deputy Administrator. He stated Rich comes to the city with seven years of public administration background gained at Coopersville and Dalton, an additional successful three years in economic business development with Muskegon Area First, and both undergraduate and master degrees in Public Administration from Grand Valley State.

H. Public Hearing

Case #2-09 Heritage Pointe Ventures ? Major Change to Site Plan located at 2060 East Paris SE

Planner Pung introduced the request. He stated the applicant is wishing to have a sign located at their entrance off of Burton Street; this would represent the third sign on the site. He stated the sign would be similar to the one located at the East Paris entrance. Pung stated the recommendation is to recommend to the city commission conditional approval of the major change for a deviation to allow a third freestanding sign with conditions 1-2 and basis points 1-5.

Chair Winczewski opened the public hearing.

There was no public comment.

Motion by Commissioner Holtrop, supported by Commissioner Artz, to close the public hearing.

Commissioner Groce, Artz, Yokom, Young and Holtrop all thought the sign would be good, although Holtrop questioned visibility of the sign coming from the east.

Chair Winczewski stated staff should watch what happens safety wise, otherwise the sign looks good.

Motion by Commissioner Holtrop supported by Commissioner Artz, to recommend to the City Commission conditional approval of the major change for a deviation to allow a third freestanding sign as described in Case 02-09 Heritage Point Major Change and depicted on the site plan dated June 30, 2008. Approval is conditioned on Conditions 1-2 and basis points 1-5 as described in Pung?s memo.

J. New Business

Motion by Commissioner, Holtrop, supported by Commissioner Artz, to set public hearing date of March 24, 2009, for: Case # 3-09 Carnival at Woodland Mall ? Site Plan Review for an Outdoor Recreational Facility located at 3195 28th Street SE Between Dunhill Formal Wear & Sears Auto Zone ; Structures and Improvements Plan (SIP); Case #1-09 ? Zoning Ordinance Text Amendments relating to billboards

K. Other Business

1. Commissioners? Comments

Artz stated Bretonfield has a big semi trailer with a sign on it along 60th Street. Schweitzer stated it is a construction trailer and they can have identification on it, it meets the ordinance.

Winczewski asked what was happening on the east side of Broadmoor north of 44th. Schweitzer stated it is a new industrial building that is being constructed, it is a permitted use that was subject to staff review only.

2. Staff?s Comments

Schweitzer initiated discussion regarding the Master Plan. Winczewski suggested putting it on the agenda for the next meeting. Schweitzer stated we could provide them with a presentation on the current Master Plan.

Golder stated there was a request that the LUZ committee get together the next meeting regarding the ITT Technical Institute building on Sparks and the prospect of converting it into low income housing. The committee will convene at 7p.m. on March 10, 2009

Motion by Commissioner Holtrop, supported by Commissioner Artz, to adjourn the meeting.

U.S. SBA April Flooding Loans Available | 6/14/2013
Kent County Emergency Management learned this afternoon that residents and businesses affected by severe storms and flooding April 7-20, 2013 can apply for low-interest disaster loans from the U.S. Small Business Administration.   Applicants are encouraged to apply online using the Electronic Loan Application (ELA) via SBA’s secure website at https://disasterloan.sba.gov/ela. The center will be open Tuesday, June 18 through Thursday, June 27 for one-on-one service if needed.  
Fireworks Moved to Patterson Field This Year | 6/10/2013
I want to give you folks plenty of notice that our fireworks presentation will be moving to Patterson Field behind Crestwood Middle School on 44th Street this upcoming July 4th. We had previously displayed fireworks there in the past up until their remodeling project which led the move to City Hall.  All festivities you are accustomed to here at City Hall will now be at Crestwood Middle School.  We thank Kentwood Public Schools for their partnership!

Congrats Grads | 5/31/2013
I would just like to commend all of the hard working young people and the teachers that helped them along their as they graduate this spring!  We are hoping to hear about the wonderful challenges and opportunities that await you.  West Michigan is rooting for you all to do great things and we hope those things can happen here.  Please be safe as you celebrate this exciting time while you transition to the next chapter of your young lives!

    Resurfacing M-11 from Breton Avenue east to Patterson Avenue, and reconstructing M-11 from Patterson Avenue east to I-96 will take place from March through November of 2013.  Work also includes the addition of a right-turn lane, new sidewalk with ramp upgrades compliant with the Americans with Disabilities Act, municipal lighting and traffic signal upgrades.
