A. Vice-Chair Sheldon called the meeting to order at 7:30 p.m.
B. The Pledge of Allegiance was led by Commissioner Yokom.
C. Roll Call: Members Present: Dan Holtrop, Laurie Sheldon, Ed Swanson, Frank Vander Hoff, Don Yokom and Johngerlyn Young. Members Absent: Betsy Artz, Maurice Groce, and Chris Winczewski (with notification) Others Present: City Attorney Jeff Sluggett, Community Development Director Terry Schweitzer, Economic Development Planner Lisa Golder, Planner Joe Pung, Staff Secretary Monique Collier, the press and the applicants.
Motion by Commissioner Holtrop, supported by Commissioner VanderHoff, to excuse Artz, Groce and Winczewski from the April 28, 2009 meeting.

Motion by Commissioner VanderHoff, supported by Commissioner Young, to approve the Minutes of April 14, 2009 and the Findings of Fact for: Case #1-09 ? Zoning Ordinance Text Amendments relating to billboards; Case #4-09 - Kentwood Branch Library ? Site Plan Review located directly south of 4900 Breton Avenue (City Hall) - Motion Carried (6-0) ? - Artz, Groce and Winczewski absent - E. Approval of the Agenda
Motion by Commissioner VanderHoff, supported by Commissioner Holtrop, to approve the agenda for the April 28, 2009 meeting.

F. Acknowledge visitors wishing to speak to non-agenda items.
Vice-Chair Sheldon presented a plaque to Abed Itani for his many years of service on the planning commission.
G. Old Business
There was no old business.
H. Public Hearing
Case #5-09 Holland Home Breton Manor Extended Care ? Final Site Plan Review located N. side of 44th St. East of Breton Ave.; Section 22, SW 1/4
Planner Golder introduced that request. She stated the request is a final site plan review for a PUD plan that was approved about 1 year ago on 9.02 acres. She stated it is a redevelopment of an existing nursing home. She stated they are going to tear off part of the nursing home and replace it with pods with 15 beds each with the exception of building F which would have 6 units. She stated she is recommending conditional approval for the final site plan approval dated April 14, 2009 for Holland Home-Breton Manor. Approval is conditioned on conditions 1-2 and basis points 1-2.
Doug Stalsonburg with Exxel Engineering stated they have met with the city engineer and will comply with all of his suggestions and requirements. He stated they also met with the fire marshal and he is fine with the plan. They have no problem with the conditions stated.
Vice Chair Sheldon opened the public hearing.
There was no public comment.
Motion by Commissioner Holtrop, supported by Commissioner Young, to close the public hearing. - Motion Carried (6-0)- - Artz, Groce and Winczewski absent ?
The commissioners stated the plan looks good and had no additional comments.
Motion by Commissioner Holtrop, supported by Commissioner Swanson to grant conditional approval for the final PUD site plan dated April 14, 2009 for Holland Home-Breton Manor as described in Case No. 5-09. Approval is condition on condition 1-2 and basis points 1-2 as stated in Golder?s memo dated 4-20-09.

K. Other Business
1. Master Plan
Director Schweitzer stated he would like to arrange a bus tour of the city to take a look at the areas that were studied in the last update of the Master Plan as well as identify any other areas that weren?t the focus before. He stated he would like to set time aside on May 12, 2009 during the regular planning commission meeting for the tour.
2. Commissioners? Comments
The Commissioners welcomed Ed Swanson to the planning commission.
Swanson stated he is looking forward to service on the planning commission again.
Holtrop asked for an update on the carnival. Golder stated there weren?t any issues. Schweitzer stated he will check with the police chief and ask for an overview from the Skerbeck family.
Sheldon asked about Montego Bay. Sluggett stated their entertainment license and business license was revoked by the city clerk on April 17. Sluggett stated there was a hearing held and at the conclusion of the meeting the city clerk concluded that due in part to disturbances at the business it should be revoked permanently and the notice has gone out and there is an appeal period.
3. Staff?s Comments
Schweitzer stated there is a vacancy on the zoning board of appeals and the Mayor wanted feedback from the planning commission concerning that vacancy. He stated state law has now made it possible for a planning commissioner to serve on the zoning board of appeals. He stated the city can also have two alternates for the zoning board of appeals. The consensus opinion of the commission was that it would be desirable to have a planning commissioner to serve on the ZBA provided alternatives were appointed to the ZBA to cover for absences and when the sitting planning commission could not vote on a request.

Motion by CommissionerVanderHoff supported by Commissioner Holtrop, to adjourn the meeting.
