A. Vice-Chair Swanson called the meeting to order at 7:30 p.m.
B. The Pledge of Allegiance was led by Commissioner Young.
C. Roll Call: Members Present: Laurie Sheldon, Dan Holtrop, Ed Swanson, Frank Vander Hoff, Johngerlyn Young Members Absent: Betsy Artz, Abed Itani, Nancy McIntyre-Evenocheck, Chris Winczewski. (with notification) Others Present: Economic Development Planner Lisa Golder, Planner Joe Pung, Planner Debargha Sengupta, Staff Secretary Monique Collier and the press.
Motion by Commissioner Holtrop, supported by Commissioner VaderHoff, to excuse Commissioners Artz, Itani, McIntyre-Evenocheck and Winczewski from the September 25, 2007 meeting. - Motion Carried (5-0) ? - Artz, Itani, McIntyre-Evenocheck and Winczewski absent - D. Motion by Commissioner Holtrop, supported by Commissioner VanderHoff, to approve the Minutes of September 11, 2007 and the Findings of Fact for: Case #9-07 Clark on Keller Lake ? Major Change to an approved PUD located at 2451 Forest Hill Avenue SE.; Case #10-07 Clark on Keller Lake ?Special Land Use for Housing for the Elderly/Independent Living Facilities located at 2451 Forest Hill Avenue SE

Motion by Commissioner Holtrop, supported by Commissioner Vander to table Case #5-07 Broadmoor Center ? K. Other Business
1. Conservation Oriented Development Section 13
Planner Sengupta stated his recommendation for section 13 is proposing a mix of uses; residential, commercial and a regional attraction.
Residential no rental houses, would like to see mid to high end homes. Commercial do not want to see big box businesses, the uses would be restricted to 15,000 square feet or under. Industrial high tech industrial or research centers. Regional Attraction an entertainment facility or resort. Features Open spaces Natural preserve Parks and trails Efficient street network North/South connection going up to 36th Street Urban Design public art Green infrastructure
Planner Sengupta is recommending approving the recommendation and concepts of Section 13.
Commissioner Holtrop suggested since there were four members absent this should be tabled to the October 9th meeting so they may share their insights.
Planner Sengupta stated this is only a conceptual recommendation. He stated he has been working over the past few months to put together a document for the overall conservation oriented development that would include the recommendations and also whatever staff plans to propose with respect to the zoning ordinance changes. He stated that he will also put together draft urban design guidelines.
Commissioner VanderHoff?s concern was what the Patterson family would like to do with their property. Sengupta stated they have discussed alternatives. He stated the discussion with the Patterson family was mostly focused on the southwest corner of the 28th Street and Patterson intersection which is already zoned commercial. He stated they thought they could not do a commercial development there. Sengupta stated that it has limited development potential given the major portion of the lot is in wetlands and floodplains. He stated they didn?t have much feedback and they are pleased with what staff is doing.
Motion by Commissioner Holrop, supported by Commissioner VanderHoff, to table further discussion to the October 9, 2007 meeting.

VanderHoff asked about the status of Bretonfield. Pung stated the applicant requested tabling so they can discuss the cost sharing portions of the project with the City Commission Finance Committee and they want to incorporate those into a PUD agreement that can be ready and signed. City Commission will take action on October 2, 2007.
Holtrop asked what status of Beacon Condominiums. Golder stated the Zoning Board turned down the variances.
3. Staff?s Comments
Planner Golder stated regarding Beacon Condominiums, staff is looking at the possibility to amend the ordinance to have a two tiered system with assisted living like they do with adult foster care. Six or fewer residents per building would be a permitted use, more than that per building it would be a special land use standard with greater setbacks as well as the other restrictions.
