APPROVED MINUTES OF THE
SAFETY COMMITTEE
December 8, 2009
Commission Work Room
5:00 P.M.

Present: Commissioners: Chairperson Frank Cummings, Michael W. Brown, Robert Coughlin. Absent: Mayor Richard L. Root. Also present: Fire Chief James Carr, Deputy Administrator Rich Houtteman, City Clerk Dan Kasunic, Police Chief Richard Mattice, Fire Department Administrative Assistant Nancy Shane.

1. DISCUSSION OF SAFER GRANTS.
Fire Chief Carr spoke on the requirements of the Federal Government?s grant program for funding for five-year grant and the problem with those restrictions.

2. MICHIGAN EMERGENCY MANAGEMENT ASSISTANCE COMPACT (MEMAC)/MUTUAL AID BOX ALARM SYSTEM MABAS UPDATE.
Fire Chief Carr requested the City Commission re-adopt the MEMAC agreement. Chief Carr explained the MABAS proposal and how it piggy-backs on to the MEMAC agreement. Chief Carr informed the Committee of what MABAS is and that he will be bringing resolution to the Committee in the future.

3. APPROVE TRAFFIC CONTROL ORDERS #466 THROUGH #470 TO SET SPEED LIMITS WITHIN THE CITY OF KENTWOOD.
Commissioner Brown requested TCO #465 be studied for line of sight and elevation and bring back to the next Safety Committee Meeting.

Motion by Brown, supported by Coughlin, to recommend to the City Commission to approve Traffic Control Orders # 466 through #470 to set the speed limit at 45MPH and install regulatory signs on Barden Drive from M-37 to East Paris Avenue and to set speed limit at 40MPH and install regulatory signs on Kalamazoo Avenue from 44th Street to 52nd and to set the speed limit at 30MPH and install regulatory signs on 48th Street from Poinsettia Avenue to Eastern Avenue and to set the speed limit and to set the speed limit at 45MPH and install regulatory signs on Division Avenue from 60th Street (north bound) to Kellogg Woods Drive.

Motion Carried.

4. APPROVE TRAFFIC CONTROL ORDER #471 TO INSTALL A STOP SIGN ON SABLE RIDGE.
Motion by Coughlin, supported by Brown, to recommend to the City Commission to approve Traffic Control Order #471 to place a STOP SIGN on Sable Ridge at its intersection with 60th Street.

Motion Carried.

5. APPROVE TRAFFIC CONTROL ORDERS #472 THROUGH #474 TO INSTALL YIELD SIGNS WITHIN THE CITY OF KENTWOOD.
Motion by Coughlin, supported by Brown, to recommend to the City Commission to approve Traffic Control Orders #472 through #474 to place YIELD SIGNS on Kiverton Ridge (north bound) at its intersection with Secret Street and on Secret Street at its intersection with Sable Ridge and on Blooming Bud Lane at its intersection with Sable Ridge.

Motion Carried.

6. APPROVE TRAFFIC CONTROL ORDERS #475 THROUGH #478 TO SET SPEED LIMITS WITH THE CITY OF KENTWOOD.
Motion by Coughlin, supported by Brown, to recommend to the City Commission to approve Traffic Control Orders #475 through #478 to set the speed limit at 35MPH and install regulatory signs on Kellogg Woods Drive from 52nd Street to Division Avenue and to set the speed limit at 40MPH and install regulatory signs on Division Avenue (north bound) from Kellogg Woods Drive to Maplelawn Street and to set the speed limit at 35MPH and install regulatory signs on 52nd Street from Kalamazoo Avenue to Eastern Avenue and to set the speed limit at 35MPH and install regulatory signs on 52nd Street from Eastern Avenue to Kellogg Woods Drive.

Motion Carried.

7. INFORMATION ONLY-RECOMMEND TO RECEIVE AND FILE THE POLICE DEPARTMENT MONTHLY ACTIVITY REPORT.
Police Chief Mattice reviewed the November 2009 Traffic Report and the Serious Crime Comparison Report YTD.

Motion by Brown, supported by Coughlin, to recommended to receive and file the Police Department Monthly Activity Reports for November 2009.

8. INFORMATION ONLY-RECOMMEND TO RECEIVE AND FILE THE FIRE DEPARTMENT MONTHLY ACTIVITY REPORTS.
Fire Chief Carr reviewed the Monthly Activity Report.

Motion by Brown, supported by Coughlin, to recommend to receive and file the Fire Department Monthly Activity Report for November 2009.
