SERVICE COMMITTEE

Present: Chairperson: Michael W. Brown, Richard Clanton, Frank Cummings, Ray VerWys and Mayor Richard L. Root.: Also present: Deputy Administrator Rich Houtteman, City Clerk Dan Kasunic, Police Chief Richard Mattice, Fire Department Administrative Assistant Nancy Shane, Assistant Finance Director Phil Tietz and Public Works Director Ron Woods.
REPLACEMENT OF WATER METERS
Public Works Director Woods reviewed his memorandum dated January 12, 2011 regarding the proposal to purchase and contract with Godwin Plumbing to install 2,400 Sensus water meters. He explained the reasons and reviewed the cost breakdown of this project including the 10% contingency cost. Director Woods explained the funding and how rates may be affected by this project. At the request of Mayor Root he explained that the meter and remote will both be read and then placed into a sealed bag with the address affixed along with taking a digital picture of the reading for future reference in case of any kind of dispute. Assistant Finance Director Tietz informed the Committee that there will be a twenty-five step checklist that will be followed and a copy given to the owner of the property. Director Woods and Tietz answered a litany of questions and concerns from the Committee. It was noted this item will be on tonight’s consent agenda.
Motion by Root, supported by VerWys, to recommend to the City Commission to Authorize the Mayor to enter into a contract with Godwin Plumbing & Mechanical, Inc. for the replacement of approximately 2, 400 water meters within the Wyoming/Kentwood water district and it authorizes meters within the Wyoming/Kentwood water district and its authorizes the purchase of approximately 2,400 Sensus water meters and associated devises from Etna Supply, Inc. at an estimated cost of $545,000.00 (including contingency), with funds from the Water Fund budget for the Fiscal Years 2010-2011 and 2011-2012.
Motion Carried.
Clanton Dissenting.
Commissioner Clanton noted he was dissenting because this item was schedule to be placed on the consent agenda, and with two of the commissioners absent he wanted to give them an opportunity to speak on this item.
The meeting was adjourned at 6:25 P.M.
