Present: Chairperson Robert Coughlin, Michael Brown, Richard Clanton, Frank Cummings, Ray VerWys and Mayor Richard L. Root. Also present: Finance Director Tom Chase, City Clerk Dan Kasunic, Deputy Administrator Rich Houtteman, Community Development Director Terry Schweitzer, Assistant to the Fire Department Nancy Shane, City Attorney Jeff Sluggett, Assistant Finance Director Phil Tietz, Public Works Director Ron Woods and Parks & Recreation Director Charlie Ziesemer.

1. PROPOSED ORDINANCE FOR A MORATORIUM ON MEDICAL MARIJUANA.
Community Development Director Schweitzer explained that the City needs time to develop an ordinance to take in to account land use restrictions and regulatory ordinances. City Attorney Sluggett stated this proposed moratorium would allow for research and study prior to an establishment of a business that may set up in an area that the City later assess in violation of the Zoning Ordinance. The proposed emergency ordinance would allow a moratorium for six months and to extend it for another six months if necessary. City Attorney Sluggett reviewed some examples throughout the State of other communities that have implemented ordinances regarding restrictions on medical marijuana businesses.
